I am planning on running in a local SCCA Autocross in July. It is my first in over thrity years. The application says I must state what class my car would compete. I have read the rules and believe I must run in Street Modified. Would someone look over my mods and tell me if I am correct.

Mods : Eibach Sportline springs, Tokico D Spec shocks and struts, weld in full lenght subframe connectors, MM Panhard bar, MM Extreme duty rear lower control arms, 4:10 gears, 3 core aluminum radiator.

Yep.
Street Mod is correct. Non-OEM rear lower control arms, ring & pinion gear higher than 3.55 in a fox or SN95 take you out of Street Prepared and put you in SM. Not sure about the radiator. Assuming your car is a '90 LX.
S197 cars can run 3.73 gears and be Street Prepared legal. Hopefully the courses you run are tight with few straights. With 4.10 gears, you're going to be in 3rd gear a lot if it's a wide open course.
