I hate the way my silly engine revs to over 2000 RPM when you start it and it's dead cold. Not good for it. I'd prefer it to sputter to life around 1200 RPM or lower.

I just read someone else's post in another thread complaining about the same thing.

Is there a function in the EEC that can be accessed with custom tuning or a chip that will eliminate this?

The purpose of the initial rev is to deliver oil to the top of the engine (or at least that's what I've been told).

I heard it was to burn off excess fuel since the mixture is very rich at that point.

I think oil can be delivered to the top of the motor a little more gracefully than that.
