I finally got my car idling good and as I started to heat cycle the motor (bring it to operating temp/shut it off/let cool/repeat) to look for leaks etc, I started to notice that on occasion my fuel pump would just continue to prime.
Once it got to the point that it was very difficult to start the car, I decided to call it quits.

Fast forward a few days I decided to take apart the ECU and I noticed that the capacitor closes to the J3 port was busted. I found a few posts on the internet stating that ECU failures can cause the fuel pump to continually prime.

Is this blown capacitor my problem?

could be

so can a partially powered ecm

check for 5v reference or scan for codes, and see if you can comm with it

I ended up replacing the capacitors on the circuit board and it fixed my fuel pump priming issue. Two of the capacitors were leaking.
