Waste gate

Is it normal for a waste gate to leak a little if you blow in the vacuum line

It depends on what "a little" means. None of my waste gates leak at all if I pressurize the valve side or the dome.

My neighbor has some cheap system he bought on ebay and his leaks....but it still works OK.

No. Disassemble it and examine the diaphragm. I got a new one that had a hole in it..
