Odd boost issue (Video inside)

Before I bring the car (twin turbo 98 Cobra) to the tuner to go over it, I wanted to see if anyone here had any insight on what may be happening here. There is nothing obvious, everything looks to be connected (no leaks, no check engine light, etc)

This is a fresh build, so it's about half throttle, and I'm getting a very odd flutter/stutter, and the boost seems to be surging in and out. There also seems to be a slight delay in throttle response, which seems almost like some sort of vacuum leak, but I can't seem to find it (Car idles around 1k rpm and pulls nearly 20" of vacuum.)

It is funny how after a long build, and making sure so many things are correct, how one simple word can send you in the right direction.

The car has relocated coils, so it is easier than you think to mix up wires. Cyl 1 and Cyl 2 were swapped

Fixed that problem and it fixed my issue completely. Thanks for the simple, but ultimately accurate diagnosis!
