light on sct chip

ok i have a sct chip in my 94 gt. everytime i used to start the car the light on the chip would blink. but now it stays lit. the car will not start with the chip in. what does this mean?

1994 Mustang GT

You try reseting the chip?Will it start with the chip removed (i know it wont run well)
