Power Steering feels notchy / "binding"

Hello all,
this is for my sn95 with oem style hydroboost, new pump and rack.
My steering was feeling notchy and inconsistent towards lock. I swapped a new pump, didn't fix it. Swapped a new rack, didn't fix it.
I am now wondering if my hydroboost is going or what else it could be.
Bumpsteer kit looks good.
Car has full MM suspension and coilovers.


p.s. what fluid do you guys run? and do you run a filter? In the last 10 years in both of my mustangs I have always just done cheap Type F atf. Wondering if theres anything better.

mercon is the fluid to use since 1995

does it feel notchy with the wheels in the air, no weight?

It sounds like you might have contamination in the system, not changing the entire system at once can explain why it persists by just changing single items
