leaky steering rack? *pic*

what would cause this leaky steering rack out the end like this? basically my car has been sitting a few years and i believe thats why its leaking.

does the whole rack need replaced now (and would anything else go bad by sitting a few years) or can this be fixed cheap/easy?

do you or should you have to get a nicer rack, or can you just get an autoparts store one? advance sells them for around 100 i believe. by cardone.
