You seem be going straight for power. A head and cam swap may cost more $$ than you think on these cars. Said and done you would be at the same price of a used SC kit. ^^ So hes not wrong. But hes also talking Rods/Pistons. Get a used, or new SC kit. Slap it on and run 400-430 all day without needing to upgrade internals.
If you want a good improvement in the car.
Suspension: Full length SFCs from MM, coilovers( or good springs/koni yellows(but these either way)), better swaybars. -- Better Pads/rotors and braided brake lines. All
Maintanence: New FRPP Wires, new plugs(maybe after doing seafoam), fuel filter, Slightly better CAI but they dont do a whole lot for our cars, Shifter, better Pads/rotors and braided brake lines.
Power?: New rear gears and aluminum driveshaft (this is the best bang for buck for 4v cobras, and dont fear the gear!!), LTs, Tune
Do those things and each time you will love the car more and more.
Dont even think about U/D pulleys or Throttle Body. Not worth it on 4vs.
