Question '98 vs. '99 Cobra heads questions

Just like the topic says.

What I want to know, is how much better are the '99+ 4V heads vs. the '98 and below 4V heads? Specifically, if each head is ported and polished, how much better flowing will the '99+ heads be? What if they're both ported/polished and aftermarket cammed? What's the difference then?

I don't need specific numbers, just a good estimate from somebody with experience will be just fine.

Also, can I use pre '98 heads for a 5.4 build-up? As far as I know this shouldn't be a problem. Can anybody tell me why it would be?
