Traction control off or halfway off?

My dad recently got a modded 08 gt500kr and it supposedly has over 700hp. Now, either I'm just a poor driver, don't know how to work the buttons or this ain't 700+ hp.

Reason I say so because when I hit the traction control button and flog down the street, it'll burn easily through first and second but it'll only chirp third gear. I know good nd dern well a 700+ hp car should burn through at least three gears with traction control off.

Now I said all that to ask, if I just simply press the traction control button once without holding it down at all, is it completely off or do I have to hold down for a while. When I press it once, the "off" light comes on. Is it really off?

traction control doesn't override the ecu's torque modulation

depending on how they set up the tune the ecu may be yanking out a bunch of timing to reduce torque... unless they disabled it in the 'tune'

If you get an aftermarket tuner you can turn the TCS off completely
