How to diagnoss Ignition fuse blowing?

Can anyone help me to diagnoss a 40amp(?) fuse that keeps blowing? Its the first fuse on the top righthand side of the High Voltage fuse box located in the engine compartment. It is the first ignition fuse, according to my Owner's manual. When I try to start the car, I get a 1/4 turn of the starter and then the fuse blows. This seems to only happen after I have been driving the car for a while.

I don't know much about electricity, how do I test a circuitt for shorts?
