TAD and TAB solenoid voltage issue on 86 GT?

having trouble getting these solenoids to actuate, I checked for vacuum leaks and that is good, checking voltage on these shows 9.9 volts or so, is this too low to activate the solenoids? I am getting a KOER 44 and 94 and the bypass valve is not sending air to the diverter valve which would explain those codes, though I can manipulate the the valve with direct vacuum and send air to the diverter, but i don't think that is switching between sending the air to the the heads and the catalytic converters either? both solenoids hold vacuum and measure out at 72-ish ohms. Any ideas would be appreciated. Thanks!

By the way, I do have the ford racing sensor package with new TAB and TAD solenoids but the connector is different than on my 86, will they still work if I find the correct pigtails?

what do you mean you have voltage?

is that circuit ground or power switched?

if it is ground side switched, you will have the power there JUST NO GROUND

so tell how you placed your leads on it?

They will work if connection positions remain the same within the connectors.

i tested key on with a lead on each connection in the pigtail. Just wondering if voltage should be 12V or if 9.9 ish is ok?

that circuit should not have a power and ground at the same time

your voltage should be at battery voltage with the engine not running

if your battery is 9.9 then that is what you should get

but still, like I said that circuit should be open
