Bad constant control relay?

Just bought a 2000 GT, feel I got a really good deal. But I haven't heard it run, just spins doesn't attempt to fire up. Under the hood the CCRM was unbolted like someone had unplugged it or tested it maybe? I don't have a ton of experience with this year mustang. Would this make it not fire? Seems I can hear the fuel pump though.
