Odometer dashed lines Will not start. 30 amp fuse

Hi I have a 2001 Mustang 4.6 L SOCH that will not start. It cranks fine but wont start. Starter and feul pump are not the issue. Must be electrical because it keeps blowing a 30 amp fuse when I turn the key to ignition. My car died mysteriously and wouldnt start when I jumped it. Dashed lines are going across odometer. I have changed the battery but it still wont start. Has anyone ever experienced this problem? Is it the Computer?
