1985 SVO wipers won't turn off

They stay on low even when turned to the delay setting or off.
They do go to high when turned to the high setting.
I've removed the switch and looked for burned contacts and went ahead and blew out the the connections. Also followed the wires down to the control board, and opened it up and nothing looks scorched in there either.
What is the most common reason they'd do this?
I really don't want to just start throwing money at it replacing parts.
I can't even find the control board anywhere, although I've only looked at the usual parts stores.

maybe the wiring has a short to power that is going to the input of the board.........or the actual switch is sending power.


get in there and start testing for voltage at the switch, and input of the board.

Why would you even consider spending money on parts, without a proper diagnosis?

Sorry. Life's gotten in the way and I haven't gotten back to the Stang.
Why buy new parts?
Because I suck at troubleshooting electrical.
I'm colorblind. I've fried numerous multimeters trying to tackle electrical gremlins.
I'd rather spend a little money on a part and swap it out in an hour than waste a whole Saturday diagnosing.
Unfortunately, I've found these wipers switches aren't cheap or easy to come by.
