problem with my 2005 GT ECU?

Hey Fellas what's up? Just wanted to see in anyone could help me out before I spend a lot of money lol... I bought my GT and it everything was cool until it started to rain and I noticed it had a leak somewhere on the passenger side cause there was like 3 inches of water in the front and back floor..I cleaned it up and went for a drive as i'm in the highway I hear a sound and the radio, power seats, windows,locks and AC all stop working.. I take it to a "supposedly" electrical guy and after a 6 hour check up he tells me the ecu has a shirt cause water got into it. He said it would cost $950+ to fix and that he isn't even sure some stuff will work after cause he doesn't know if any more damage occurred to it..

anyone ever see or heard of this happening and can someone tell me what the part looks like? can I use one off of a used car and pop right in or will it have to be reprogrammed ?

any help would be much appreciated. thanx guy

the 'ecu' is NOT in the cabin

its in the engine bay

89 GT gr-40, KB2200(10psi), tweecer R/T,LC-1, 22gal cell, w/tailpipes.
