Speedo jumps

Just put a used cluster in my 91 convertible and the speedometer won't stay still? Just a tad jumpy any tips?

I need some help to answer this. My Ford workshop manuals go back to 92 and I have nothing older. The wiring diagrams indicate the 92 uses a VSS speed sensor.

Does the 91 use a VSS sensor or a mechanical speedometer cable?
If the 91 uses a VSS sensor, then likely there is something wrong in the cluster electronics.

If mechanical, look for kinks and binding inside the cable. Common cause of a speedometer bouncing. Consider trying to lube the cable. Otherwise it's time for a new cable.
