Fuel Gauge Problem

I have a 90 5.o LX my fuel gauge only works around the red empty mark if there is two gallons or more it reads slightly above a empty between red and the first notch and when it is just about empty it goes below the red line.. i replaced the sender and found it to be the same problem my power at the sender is only 3.7 volts any ideas? has anyone else had this problem? any help is much appreciated

My gauge wouldnt move at all, TODAY I tried to replace the sending unit and it still didn't work (before I found out about this trouble-shooting method). I found a couple anti-slosh modules at the junk yard (where I also found out there was a difference between 87-89 and 90-93), replaced it with a matching module and my gauge now works. There is also a write-up about swapping the large resistor (100 micro farad 25v) with one from radio shack.
