Air Bag Light... Clockspring?

What's up guys? I have an Air Bag light.. Tried reading codes with a Snap On Modis but no such luck, I think a Ford scanner is needed.
I thought it might be the clock spring, because the cruise control is not working. But on that same note, the horn does work..
Any ideas where to begin diagnosing the issue?
