voltage problems at high rpms

I am having voltage problems with my 95 svt cobra . At about 4000 rpms voltage drops to about half and all my lights deam . I have installed a new battery and had the altenator checked . Every thing is a ok with that . please help me if you have any ideas . I was thinking it could be a grounding problem or i have a bad belt tentioner.
