Question Adj fuel pressure reg. problem

I have a hypertech adjustable fuel pressure regulator on my car with a guage on the line. The needle bounces 3 pounds or so and with no vacuum line the pressure raises with car RPMS. The needle bounce is quick, almost a blur to read. I thought it was common until I put the guage on my friends 95 with a BBK adj reg. and it was steady as can be. My guage reads 35# of pressure without the N20 running but the car puts out a rich smell. Real rich and I have never had a running lean problem. Is there anything else that effects fuel pressure or is it a bad regulator?

Thanks,
Rod

I have the Exact same problem. I have turned the regulater down to 32 psi, and the rich condition still exists. Oh I have a Crane regulator.
