Top Speed "LIMITER?"

I am working on a 95 L with the normal bolt ons...Roller rockers (1.7) TB, filter,etc. The guy is obsessed with top speed... It runs out at 128 mph...Why he would drive this truck that fast is beyond me...It is bagged and on 22's! Anyway. it has a Hypertech chip and they say they can't do anything about the speed limiter...Suggestions please!!!!

The truck should be speed limited to 110 through the computer. If he got around that some kind of way and is actually getting to 128(which I find hard to believe), then the only way to go faster is by changing the gears and adding alot more power. Its gonna take alot of power to move a 4500 brick much faster than 128. BTW, to get past the speed limiter you usually need a tuner like an eec tuner or a tweeker.
