with the iac off the throttle body but connected to the harness,shouldn't you be able to see the iac valve moving with the ignition on.I have the right voltage at the tps.with the power on shouldn't you be able to see iac move.
The car has to be running. Then, in your case, the IAC would be fully open or fully closed depending on if the idle was too high or too low.
If you don't get and IAC error, clean it with a Full Can of throttle body cleaner and put it back on. They tend to sit from "gunk/carbon" build-up over the years.
Anywhere you can buy Carb Cleaner. It is suppose to be safer for throttle bodies and electronics. For the IAC/IAB I suggest using olny Throttle Body Cleaner. Carb Cleaner may harm the IAC/IAB motor.

Cool, I've never seen it before but I'll keep an eye out for it next time I hit up the parts store.
