PRP shows counts and #mass/tic and Livelink shows as counts and #mass/min

Short term fuel reads as 1.0 or maybe .99 or .98 even when wideband is showing 22 at anything just off of idle. At idle wideband reads 12.8-13.5. I'm trying to log idle 1500-2000, and 2500 rpm to see the short term fuel use to calculate and then make adjustments in MAF Transfer Function. But anything off of idle goes crazy, can't maintain rpm steadily for accurate logging. And my mass air reading goes from 2. at idle jumping to 200-300 at around 2000 something. Idle rpm set at 950. Could part of it be that I'm below stall with 3.33?
