too much fuel!!!

I have a 88 mustang gt vert.Tons of bolt ons,170 trickflow heads,e303 cam 1.6 rollers,70mm throttle body,73 c&l meter,19lb injectors,cold air,etc. I had 24lb injectors in it with calibrated tube,would'nt run right(spark plugs turned black),idle surged bad.Switched back to 19lb injectors and 19lb tube,it runs better,still surges on start up,and when i pull plugs they are wet,I have a bbk adjustable regulator set at 39psi with vacuum line disconnected,could anyone please help?It's driving me crazy!
