It definately could use a bigger carb. At least a 850 or maybe even up to a 1050 dominator. The intake I'm not sure about as I'm not too familiar with W intakes. The heads are not too big for a 408. Why worry about power down low? Are you gonna race it/anybody at say 2000-2500 rpms? No.
