What does it mean when my car backfires through the carb???

My car sputters and runs crappy below 3000 rpm and gives an occasional backfire through the carburator. Anyone know what gives......timing maybe? Thanks.

Here is my set-up:
'95 Lightning 351W block bored 30 over
Speed-O-Motive 393 stroker kit:
HI-NODULAR CAST 3.850 STROKE CRANK
5.956 STAGE 1 FORD 351W RODS w/ARP WAVE-LOC BOLTS
TRW forged pisions (flycut for valve reliefs)
Moly Rings
Clevitte Bearings
Edelbrock Performer RPM 1.90 aluminum heads (stud mount)
Crane 1.6 Roller Rockers
Holley Classic Double Pumper Carb (650cfm) just had fresh rebuild
Edelbrock Performer RPM Dual Plane lower
K&N carb filter
Mallory Wires
MSD Pro-Billet Distributor
MSD 6A Ignition Box w/Blaster Coil and Soft Touch Rev Control
Motor assembled with ARP hardware on heads, main caps and rods.
Brand new timing gears
Summit Racing SFI harmonic dampener (351W)
NOS Cheater System w/ bottle (system not connected)
